BACKGROUND:
EMTEQUE was initially retained by
Capital Real Estate, Ltd. to perform an asbestos survey, lead paint survey
and a Phase I Environmental Site Assessment for a vacant 5-story residential
building (scheduled for demolition) and the adjoining two lots, all of
which were part of a major renovation plan for the construction of a high
rise property. Information that was ascertained in the Phase I ESA led
to the discovery of contaminated fill in the adjacent lots, in addition
to asbestos containing materials in the building and an abandoned oil
tank in the basement. EMTEQUE was retained to perform asbestos air monitoring
services during the removal of the ACM, in addition to removing and closing
the oil tank. We also performed a detailed Phase II Subsurface Investigation
to delineate the extent of the lotsí soil contamination. Once this was
accomplished, EMTEQUE then supervised the Phase III remediation process,
in addition to successfully closing out the NYSDECís spill investigation
file.
